Cattlemen can graze their cattle with permission upon BLM allotments - parcels of land designated for that purpose. Palomino Valley itself is not "open range." In fact, an NRS statute (I'll get the number shortly) prohibits grazing livestock within one mile of a domestic well. If just this one statute were enforced, we'd never have cattle problems in this valley again.
